General Discipline

Closed Campus
Because Huntington Beach High School is a "CLOSED CAMPUS", Students may not leave campus during the school day if they have a fifth or sixth period. Students that are unassigned fifth and sixth period can get a sticker for their ID card from the Supervision office, which would allow them to leave campus.

Out of Bounds Areas
During the school day from 7 am. To 2:38 p.m. the school boundaries are as follows:
1. The wall next to the Music Building.
2. The baseball field, track, and stadium.
3. The fence in front of the Math building/Pay N Play area.
4. Sidewalk in front of the school (Main Street).

The following areas are off limits to all students between the hours of 7:00 am. to 2:38 p.m., including lunch time:
1. Civic Center
2. Beach Walk housing area
3. Norm Worthy Park/Pay N Play
4. Sea Cliff shopping area
5. Tennis Courts and behind
6. Skateboard park and the area around the "Cap Shue" sign

Consequences of Out of Bounds Violation:
· First Offence: Detention
· Second Offence: Student to be referred to the Supervision Office for Disciplinary Action
· Third Offence: Becomes defiance of authority; Student will be suspended from school.


Detention Hours for all Students
Detention hours assigned through the Supervision Office, related to attendance or behavior issues, may be cleared by serving after school detention. Students are not permitted to serve these hours with a teacher, during tutorial, or at lunchtime. Detention hours assigned by a teacher may be served with that teacher only, or through the Supervision Office.

Notice of Suspension
If a student's behavior is in violation of the Education Code Section 48900 and/or 48915, the student may be suspended following a conference held to review the available information. The following is a list of unacceptable behavior:
· Caused, attempted to cause, or threatened to cause physical injury to another person.
· Possessed, sold, or otherwise furnished any firearm, knife, explosive or other dangerous weapon.
· Possessed, used, sold, or otherwise furnished or been under the influence of any controlled substance, alcoholic beverage or intoxicant of any kind.
· Offered, arranged or negotiated to sell a controlled substance, alcoholic beverage or intoxicant of any kind and sold, delivered or furnished a "look-alike" or "in-lieu" substance.
· Committed or attempted to commit robbery or extortion.
· Caused or attempted to cause damage to school or private property.
· Stolen or attempted to steal school or private property.
· Possessed or used tobacco in violation of school rules.
· Engaged in habitual profanity or vulgarity or committed an obscene act.
· Possessed, offered, arranged or negotiated to sell drug paraphernalia.
· Disrupted school activities or willfully defied authority.
· Knowingly received stolen school or private property.
· Possessed imitation/facsimile of a firearm.
· Committed sexual harassment as defined in EC section 212.5.
· Caused, attempted or threatened to cause or participated in an act of hate violence as defined in EC section 33032.5(e).
· Intentionally engaged in harassment, threats, or intimidation of pupil or group of pupils, EC 48900.4.

During a student's suspension, he/she is not to be on this or any other campus nor attend any school sponsored events or school activities and is remanded to the custody of the parent. Failure to adhere to these regulations will result in additional disciplinary action.

Electronic Signaling Devices

California Education Code
48901.5. (a) The governing board of each school district, or its designee, may regulate the possession or use of any electronic signaling device that operates through the transmission or receipt of radio waves, including, but not limited to, paging and signaling equipment, by pupils of the school district while the pupils are on campus, while attending school-sponsored activities, or while under the supervision and control of school district employees.
(b) No pupil shall be prohibited from possessing or using an electronic signaling device that is determined by a licensed physician and surgeon to be essential for the health of the pupil and use of which is limited to purposes related to the health of the pupil.

HBHS Policy. Students may have a cell phone in their possession. They may only use the phone for Medical Emergency or Safety Emergency. The phone must be in off mode if the phone is heard or seen on campus it will be confiscated.

·First Offense:
The signaling device will be confiscated and recorded in the Vice Principals' office. The signaling device will be returned to the lawful owner only after the parent contact has been made.

Second Offense:
The signaling device will be confiscated and recorded in the Vice Principals' office. The signaling device will only be released to the parent.

Third Offense:
The signaling device will be withheld from the student in the Supervision Office and recorded in the Vice Principals' office. A parent conference will occur and student will be suspended. The device will be held until the end of the school year.


Electronic Devices
The Huntington Beach High School Policy prohibits the use or possession by students of any electronic device during the school day. Audio devices (I.e. Walkman-type radios, radios tape players, CD players, DV players, MP3 players or any other devices that the school deems inappropriate for school) are not permitted on the Huntington Beach High School campus.

First offense: The device will be withheld from the student in the Supervision Office. Upon parent contact, the device will be returned to the lawful owner.

Second offense: The device will only be released to the parents.

Third offense: The device will be kept until the end of the school year and a parent conference will be held.

All devices that are held to the end of the school year will be released to student or parent with ID on June 13, 2005. You will have until June 17, 2005 to pickup any confiscated items. Any items that are left beyond June 17 will be discarded.

Student I.D./ASB Cards
All students are issued a photo ID card at the beginning of each school year. It MUST be carried by all students while at HBHS. Students may purchase an ASB sticker for $50 which is applied to the ID card making it an ASB card. With an ASB card, home athletic events are free and away athletic events are $1. In addition, there are discounts on some of the school dances. A student may purchase a Super ASB which is an ASB sticker and a yearbook (discounted $10). This combination is sold during the months of August and September each year. From October on the ASB sticker and yearbook are sold separately. An ASB sticker remains $50 all year long. The yearbook will increase in price on the following dates:

Up until October 30th: $ 75
November 1: $ 95
January 1: $105
May 1: $125



Motor Vehicles /Parking Permits
Students who drive to school must comply with all laws of the California Motor Vehicle Code and all rules and regulations governing driving and parking on the high school campus. The HBHS parking lot will be restricted to Senior and Junior students only.
All students that drive a vehicle on campus must have a current HBHS parking sticker that has been issued by the Supervision office. Since a parking sticker is required for all vehicles to park on campus, students that do not display their parking sticker or do not have parking sticker may be cited for "No parking permit displayed or Trespassing-Unauthorized vehicle on campus." The parking sticker is non-transferable. Stickers cannot be moved from car to car; transferring stickers will result in a citation, loss of parking privileges and possible suspension.
Students must park in student parking stalls only, STAFF PARKING STALLS and VISITORS' STALLS are off limits. All Staff and Visitors' parking stalls are marked in yellow or green paint or with posted signs. Parking enforcement for this area is from 7am to 4pm daily.
$5.00 will be charged per parking sticker. Each student can purchase one sticker. Students must display the parking sticker on the registered vehicle in the prescribed manner as noted in the parking permit application. Replacement stickers for vehicles that are sold, damaged or stickers that are lost because of negligence on the student's part during the school year, will be reviewed by the Supervision office and evaluated if another sticker may be issued.
Drivers found in violation of parking lot rules face citation by the HBUHSD Public Safety Department, loss of parking privileges and possible suspension. In addition privileges maybe revoked if a student accumulates truancy hours.
No vehicle will be allowed to park on campus that is mechanically unsound, not licensed, improperly registered with both the state and Supervision office. Out of state license plates will be handled by the Supervision Office.
Parking places are limited. Parking permits do not guarantee the student a place to park. Parking stickers must be displayed prominently with the sticker number exposed (If sticker number is not visible the parking sticker becomes invalid/unauthorized) on the right passenger side front window. Stickers must be on vehicles by September 26, 2003. Failure to display parking stickers will result in a citation. All policies and regulation will be enforced. Students can appeal citations by obtaining a "Citation Appeal Form" in the supervision office. It is the student's responsibility to follow the direction for filing the Appeal Form.
The speed limit in the parking lot is "7 Miles Per Hour" and is strictly enforced. Students driving unsafely in the parking lot will lose their parking privileges.

Temporary Parking Pass
Temporary parking passes are issued in the Supervision Office, before school, at lunch, and after school ONLY. Temporary passes are only good for up to 5 days. We strongly recommend applying for a permanent parking sticker if you are planning to drive to school more than two times a year. To get a pass the following information must be presented:
· California Drivers License
· Huntington Beach High School I.D.
· The license plate numbers and the make of the vehicle.

* Due to the increase of our driving population Temporary Parking Passes
may become restricted to students that have had a prior permanent parking sticker. This will only occur if HBHS sells out of parking stickers. Notification will be made to students and parents via PA announcements and Principals' New Letter.

** New Vehicles: New Vehicles that have no license plate are the only exception to the time line listed above. New Vehicles may have an extension of up to 30 days or until their vehicles plates arrive. Once you have put your new plates on your vehicle the temporary parking pass will automatically become void.

Visitor Parking/Passes
Designated Visitor Parking is located on Utica adjacent to the Math/Science Building (see campus map). All visitors must check in to the Supervision Office when on campus and inform them of the duration of their visit. Visitor Parking is a 45 minutes zone; vehicles that remain longer than 45 minutes may receive a parking citation. If visitors' parking is full the Supervision Office will issue a temporary parking pass, which must be attached to the front window on the driver's side of the vehicle.

Senior Lottery Parking Permits
At the beginning of each semester, a lottery will be held to determine the 70 seniors who will have special permits for parking in the parking lot closest to the gym and main buildings of the school. $7.00 will be required to participate in the lottery. Seniors wishing to partake in this lottery must have a HBHS regular parking permit on file for their vehicle. You must have a parking sticker before you enter the lottery. BOTH stickers must be displayed to be able to park in your senior stall. If both permits are not displayed you may receive a citation for "Invalid / Unauthorized Permit." You must remember that the hanger has been issued to you and is not transferable. Anyone that is caught abusing their Senior Parking privileges may lose their parking stall and receive a parking citation.

Bicycle Compound
Students must provide their own bike locks. Huntington Beach High School is not responsible for theft/damage to bicycles or locks.
Students may not park bicycles on other property (such as Worthy Park), or on school property other than in the bicycle compound. State law requires that any bicycle ridden on a public street must be registered (California Vehicle Code 39002). A bicyclist using an unregistered bicycle is subject to a $25.00 fine. The bicycle compound is located in the quad. Students MUST walk their bikes on campus at all times.
Bicycle registration is $3.00 and is purchased at the Huntington Beach Police Department.

Skateboard Policy
There is no time in which skateboarding on campus is permitted, evenings and weekends included. Students cannot be in possession of a skateboard on campus at any time. The skateboard can and will be confiscated by the Huntington Beach Police Department. Students who are found skateboarding on campus may be suspended, their parent will be called, and the skateboard may be confiscated until the parent picks it up from Supervision.

Laser Pens
Laser pens are NOT allowed on campus. The Huntington Beach Police Department considers them a weapon and their misuse will be treated as an assault.

Hall Pass
All students authorized by staff to be out of class or out of their assigned work area MUST have a hall pass for that period signed by that teacher/supervisor for that date. This policy includes student aides working in any capacity.


Random Search for Weapons
The Board finds that the presence of weapons in the schools threatens the district's ability to provide the safe and orderly learning environment to which our students and staff are entitled. The Board also finds that random metal detector searches offer a reasonable means to keep weapons out of the schools and mitigate the fears of students and staff. School sites will establish procedures which will ensure that metal detector searches are conducted in a random fashion which excludes individual discretion as to who will be searched.
The above inspections may be unannounced and may be made at the discretion of the school principal or the superintendent.

Zero Tolerance Policy
The Huntington Beach Union High School District has a "zero tolerance policy" towards weapons or violent acts on our high school campuses. We will not tolerate violent behavior, and all violators will be dealt with decisively. Both District Policy and California Education Code provide for expulsion of any student who is in "possession of any firearm, knife, explosive, or other dangerous objects" (California Education Code section 48915 and 48900) or who possesses a replica firearm (California Penal Code section 417.2). Additionally, disabling devices such as mace and pepper spray or any other toxic chemical which could injure another person are not allowed.

Alcohol/Drug Policy
The governing Board intends to keep district schools as free as possible of alcohol and other drugs. The Board desires that every effort be made to reduce the chances that our students will begin or continue using harmful drugs, alcohol, and tobacco.
In an effort to work toward these district goals, HBHS offers two part time counselors who operate student group sessions each week on an ongoing basis. There is also an active Friday Night Live Club on campus that sponsors drug-free activities to encourage students to abstain. The PAL Program teaches students to make healthy choices and the health classes address health and social related to drugs and alcohol.
For any student found to be in possession or under the influence of alcohol or any illegal substance, the following will apply:

First Offense
Student will be suspended for 5 days and placed on a behavioral contract. Counseling at a drug/alcohol diversion program will be made available.

Second Offense
Immediate transfer out of HBHS.

Tobacco
Students are not allowed to smoke, chew, or possess tobacco or nicotine products on school property or during school hours, at school sponsored events or under the supervision of district employees. Students who violate this policy shall be subject to disciplinary procedures which may result in suspension from school and a citation from HBPD.
